President Bola Tinubu has transmitted three executive bills to the House of Representatives, proposing reforms to drug law enforcement, transport safety investigations and public service training.

The bills, dated October 12, 2026, were conveyed in separate letters read by Speaker Tajudeen Abbas during Thursday’s plenary. Tinubu urged lawmakers to give them “expeditious consideration.”

The NDLEA Bill, 2026, seeks to repeal existing laws governing the National Drug Law Enforcement Agency and Indian hemp, replacing them with a consolidated framework to combat drug cultivation, processing, trafficking and use. It would also strengthen the agency’s powers to investigate suspected drug-related offences.

The NSIB Bill, 2026, proposes expanding the Nigerian Safety Investigation Bureau’s mandate beyond aviation to include rail, maritime and other transport incidents. It would also transfer supervisory oversight to the Presidency and strengthen the bureau’s institutional and operational powers.

The third proposal, the National School of Government Bill, 2026, seeks to repeal the Administrative Staff College of Nigeria Act and establish a National School of Government focused on leadership development, policy delivery and executive capacity building.

The bills will undergo legislative scrutiny and require the National Assembly’s approval and completion of constitutional procedures before becoming law.
