Prince Oyekanmi Elegushi is a seasoned legal practitioner, entrepreneur, and public sector leader with extensive expertise in property law, real estate development, fintech and governance. A respected authority in infrastructure regulation and urban development, he brings a unique blend of legal acumen, strategic leadership, and private-sector experience to public service.
In February 2024 he was appointed as General Manager and Chief Executive Officer of the Lagos State Infrastructure Maintenance and Regulatory Agency (LASIMRA), where he leads efforts to regulate, coordinate, and optimise utility infrastructure across Lagos State.
As CEO of LASIMRA, Prince Elegushi oversees the agency’s mandate as the one-stop regulatory body for utility infrastructure in Lagos State, covering telecommunications (fibre optics, masts, and towers), power, water, and associated sectors. His leadership focuses on strengthening regulatory frameworks, ensuring compliance, promoting safety standards, and advancing smart city initiatives that support Lagos State’s vision of a modern, resilient, and digitally connected metropolis. He works closely with key stakeholders, including the Association of Licensed Telecommunication Operators of Nigeria (ALTON) and the Nigerian Communications Commission (NCC), to foster an enabling environment for infrastructure deployment while safeguarding public assets.
Under Prince Elegushi’s leadership, LASIMRA has recorded significant milestones in infrastructure expansion, process automation, revenue growth, and operational efficiency:
- Fibre Optic Infrastructure Deployment: Oversaw the successful deployment of over 35,000 km of fibre optic cables within two years — comprising more than 15,000 km already completed and an additional approximately 20,000 km rolled out. Secured a $22 million foreign direct investment to accelerate fibre installations, supporting 5G expansion, smart poles, and broader digital economy growth.
- Digital Transformation: Led the development and launch of the Telecommunication Infrastructure Regulatory System (TIRS), an automated permit application platform that streamlines approvals for telecom operators while maintaining strict regulatory compliance. This was launched in February 2026.
- Revenue Growth and Institutional Strengthening: Delivered substantial revenue increases since assuming office, enhancing the agency’s financial sustainability and capacity for proactive infrastructure maintenance and stakeholder engagement.
- Infrastructure Headquarters: Secured gubernatorial approval for the construction of a new, world-class headquarters for LASIMRA, reflecting strong institutional confidence in the agency’s performance and future direction.
- Road Interventions and Safety Improvements: Coordinated utility interventions on over 1,163 roads (spanning more than 78 km) and commissioned 33 projects. Significantly reduced indiscriminate road cuts, strengthened coordination of utility works, enumerated telecom masts and towers, and removed abandoned or substandard infrastructure to enhance public safety.
- Strategic Partnerships and CSR: Forged key collaborations with the Lagos State Electricity Board (LSEB), LASPARK, and other agencies. Championed corporate social responsibility initiatives, including Project Empower, and hosted youth symposia focused on governance and leadership.
Prince Elegushi is widely recognised for his integrity, innovation, and commitment to excellence in public service. Notable honours include:
- Named among the Top 100 Quintessential CEOs by The Guardian and Vanguard newspapers.
- Inducted into the Nigeria Construction Industry Hall of Fame (2025).
- Appointed International Peace Advocate and Award Nominee by the United Nations Positive Livelihood Award Centre (UN-POLAC).
Under his stewardship, LASIMRA has emerged as a model regulatory agency, praised for professionalism, efficiency, and alignment with global best practices. The agency continues to play a pivotal role in the Lagos State Unified Duct Infrastructure Project (LASG-UDIP), delivering citywide fibre connectivity, improved public safety, and smart infrastructure development. Stakeholders commend Prince Elegushi’s collaborative, results-driven leadership and his dedication to building a safer, smarter, and more prosperous Lagos.
